Eight World Kingdoms*

When John recorded the Revelation given to him by Jesus, he was living in the sixth empire, the Roman empire, which was the dominant empire in the world. When the angel in Revelation 17:10 tells John that Five have fallen, one is, and the other has not yet come he is referring to the fact that Egypt 1, Assyria 2, Babylon 3, Persia 4 and Greece 5 had already risen and fallen. The Roman 6 (one is) empire exists, and another 7, referred to by Missler as Rome II, is yet to come. It will be the empire of the antichrist. Both this kingdom and the man known as the antichrist are referred to as the beast.

1. Egypt

2. Assyria

3. Babylon

4. Persia

(Kingdomslisted in green text are Daniel's 4 + 1; Babylon,
Persia, Greece, Rome + Rome II)

5. Greece

6. Rome

7. Rome II (Beast with 10 horns) Dan 7:7-9; 18-25; Rev 12:13;17

The 11th horn -- Dan 7:8, 20-26; 8:9-14

Note: At the time John was writing the first five [Egypt, Assyria, Babylon, Persia] had fallen. Rome [one is] was in power, Rome [phase II] was not yet come.

The "little horn".

And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space. Rev. 17:10

(italics mine).
8. And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition. Rev 17:11 (italics and bold mine).

When the "little horn" springs up seven of the 10 existing [coalition] go along with him. Three don't so he puts them down. This is why we see the numbers 7 and 10. The 8th king is the 11th (little) horn that springs up.

"is of the seven". The only one of the seven kingdoms that doesn't
exist as a kingdom today is Assyria. Since 1927 all the others have
emerged on the world scene. Micah 5 and Isaiah 10 tell us that the leader will come from an Empire that no longer exists.
Revelation Study Chuck Missler. (Bold and ;underline mine).

The scriptures indicate that at the time of the rise of the antichrist there will be ten horns (kings/ kingdoms) constituting an empire much like the Roman Empire and he (the little horn/antichrist) will be the eleventh horn in that empire. When the antichrist rises to power he will uproot three of the original ten kings.
